One QR code, several payment methods: what changes on 1 September

Russian banks move to the Universal Payment Code on 1 September 2026. We explain its relationship with the Faster Payments System and the digital ruble and provide a business checklist.

From 1 September 2026, Russian payment service providers must use the Universal Payment Code when reading payment QR codes. One code may give a customer access to several payment methods, but it does not turn them into one technical integration.

What the Bank of Russia has confirmed

The Bank of Russia guidance updated on 24 August says payment service providers must use the universal code for QR-based transfers, including Faster Payments System transfers, and make this functionality available to business clients accepting cashless payments.

Digital-ruble acceptance follows a related but separate phased timetable. The first mandatory group includes qualifying merchants with prior-year revenue above RUB 120 million that are served under the applicable agreement by specified significant banks.

Business checklist

  • Confirm whether the company is in the first mandatory digital-ruble group.
  • Map QR codes, acquiring agreements and banks across every sales channel.
  • Test final statuses, time-outs, duplicate payments, refunds and reconciliation.
  • Assign an incident owner and escalation route for 1 September.

Important limitation

It is incorrect to say that every merchant must accept the digital ruble from 1 September. The rollout is phased, and a visible QR code alone does not prove that the full payment, accounting and support workflow is ready.
